An open door, not a pitch. Purpose Crew is a stewarded, voluntary path back into community. A small professional-led crew does a few hours of useful local work; everyone who shows up earns one non-cash token; the crew spends its tokens together on a shared experience it chooses. It runs inside an existing trusted host organisation, gifted free. It is never work-for-the-dole, and never a substitute for housing or health.

The problem

What is missing after crisis support and housing is rarely income. It is routine, purpose, and belonging, the things that decide whether a person holds on to a tenancy, a recovery, or a release plan. Meanwhile homelessness-support funding fell by an estimated $79 million year on year to June 2026, and Auckland rough sleepers were reported around 940 to September 2025. Both figures are to re-check before quoting.

The evidence (re-check before quoting)

  • The Clubhouse model, live in Auckland as Crossroads Clubhouse: voluntary meaningful work restores purpose and belonging, and runs legally here.
  • Housing First (The People's Project, Hamilton): stabilise first; this complements, never replaces it.
  • Contingency management (JAMA Psychiatry 2021): small non-cash rewards lift attendance and engagement. Cited for the transferable mechanism, not a like-for-like outcome.
  • Cultivate Christchurch: a supervised-crew model already runs in New Zealand.

The cost

About $55,000 to $90,000 for a six-month pilot of around 12 active participants, roughly $180 to $290 per active participant per week, everything included. As an order-of-magnitude comparison, that sits well below an emergency-motel week, a year of re-imprisonment, or a repeat emergency-department or detox admission.

The ask

Take a place behind a host organisation for a founding pilot, through a route that fits you: a low-value direct engagement, a variation on an existing contract, an innovation or evidence fund, or a co-design memorandum first. The model is gifted, with no licence and no lock-in, and the counterparty is the host charity. A two-phase shape fits a budget year: a small scoping engagement this financial year, a pilot the next.

What your agency gets

An evaluated proof of concept you can point to, the data and evidence from it which you own, and a low-threshold rung you can refer people to. The money lines hold: no cash to participants, no founder salary from delivery funds, systems funded and disclosed separately so every local dollar stays local. Always voluntary and dignity-first, never mandated.
